This report examines various possibilities and options available to governments for preventing and ending the causes and consequences of terrorism. The contributors explain that one of the most effective strategies can be to split off pragmatists from radical rejectionists and state that one of the hardest problems facing government officials dealing with terrorism is simply deciding when to employ what strategy and that, hence, a tactical balancing out is of great significance in the process of combating and successfully seeking to end terrorism. The paper comments on the Irish Republican Army, the Palestine Liberation Organization and the Liberation Tigers of Tamil Eelam.
