This publication recommends political and institutional changes for the NATO headquarters in Brussels. The author considers the definition of a new strategic vision for NATO, the organization's decision-making process and the restructuring of the NATO headquarter. He also states that NATO's committee structure should be overhauled and suggests changes to the international staff. The publication concludes that intelligence support for consultations and decision-making should be enhanced by assuring better coordination of requirements, increased access to civilian intelligence products and a centralized point of contact for all intelligence.
