This publication addresses institutional reforms of the EU, NATO and the OSCE. The author argues that although these organizations are renewing themselves, their communication strategy is sending the wrong signals to neighbors and non-members, who are not treated as equal partners in a constructive dialogue. The author concludes that the EU, NATO and the OSCE thus risk alienating even those who share their democratic ideals and leave the field open for anti-Western propaganda.
