This publication discusses the reform process of the NATO headquarters. The author addresses the proposal of NATO's secretary-general for simplifying business, strengthening accountability and for developing a committee process to produce comprehensive advice for the North Atlantic Council. The author explains that since the allies' reactions to these proposals were mixed, the secretary-general only implements proposals that do not require ministerial approval. The author concludes that timing and a link to a clear political agenda are important consideration for NATO's reform success.
