This report describes how the rebel organization National Union for the Total Independence of Angola (UNITA) has plunged Angola back into war and human rights depredations. The author details how UNITA leader Jonas Savimbi has chosen war over peace, for the second time in a decade, and explains that the international community must support a peace strategy, which could include the promotion of quiet crossline contacts, the aggressive enforcement of sanctions against UNITA and the engagement with the government on good governance, human rights and institution building.
