A framework to de-escalate and settle the Syrian conflict has eluded stakeholders for years, but the authors of this report believe the time could be ripe to move toward a workable and sustainable solution. Given that Syria has fragmented into several distinct “zones of control,” the next steps should be to 1) defer the question of Assad’s fate; 2) avoid the breakup of the Syrian state; and 3) scale back the current conflict through a governing system where power is largely devolved outside of Damascus.
