This report is a synthesis of the proceedings of a workshop on French negotiating behavior. The author examines the French negotiating style with emphasis on the bilateral relationship between the US and France. Two case studies illustrate the nature of French negotiating behavior with the US and within multilateral institutions, relating to NATO and the UN. The author concludes that principles and pragmatism both have a place in French negotiation behavior.
