This paper explores the role of "politico-moral personalities" in resolving conflicts. The author states that it ultimately comes down to the ambiguity and the diversity of the players in international relations and that it is not always easy to make a distinction between "state" and "private" action. The paper argues that between media mobilization and action in the field, technical mediation expertise and oracular speeches, conflict resolution is wide-ranging and includes elements of coordination (international NGO networks, the UN, religion, states) and competition (ability to mobilize public and private resources).
