This publication examines the ethical perspective of modern intelligence services. The paper sketches some of the criticism toward intelligence practices and evaluates intelligence according to the knowledge it produces and the activities through which it is produced. The author discusses the ethical spectrum, particularly in relation to post-Cold War targets, and suggests ways to strengthen international norms and attitudes.
