This paper discusses soft security problems in Russia and Ukraine. The author argues that the origin of these problems lies in the illicit continuities between communism and post-communism and sees the solution in the establishment of legitimacy and effective governance. The paper further assesses the implications of the EU's and NATO's enlargement and argues that the EU policy toward its Eastern neighbors does not strengthen the influence or the security of the organization itself.
