This paper provides guidelines for the US government in dealing with Cuba in case of restoration of normal relations between the countries. It identifies the key issues such as aid, migration, travel, security, finance and crime among others and offers recommendations for different situations. The authors also discuss the role the US Congress should take in such a transformation phase.
