This report examines the risks of climate change to global peace and stability. The authors develop three possible scenarios and analyze their respective security implications, which at a minimum include increased disease proliferation and tensions caused by large-scale migration, and conflict sparked by resource scarcity, particularly in Africa. The report considers what can be learned from the experience of early civilizations confronted with natural disasters and asks what the three largest emitters of greenhouse gases – the US, the EU and China – can do to reduce and manage future risks.
