In 1991, the Paris Peace Agreement (PPA) put an end to the Vietnam-Cambodia conflict and led to the creation of the first multinational UN peacekeeping mission. This brief examines the implementation of the PPA and what lessons we can draw from the experience 25 years later. The sad fact is that although the PPA managed to end long-standing conflicts in the region, many of the political tensions in Cambodia today can be traced back to the agreement.
