This report addresses the campaign against terrorism and discusses how international terrorists can be prosecuted if they surrender or are apprehended. The paper identifies grounds for criminal prosecution, examines the status of captured terror suspects and reviews options for prosecution. The author concludes that key options for prosecution of these suspects are the US federal courts as well as the foreign national courts.
