This paper discusses cross-Strait relations between China and Taiwan in 2003. The author examines the effects of Taiwanese democratization on the island's foreign policy. He concludes that, as in all democracies, election periods tend to delay policymaking, particularly on issues over which the electorate is deeply divided, as it is on cross-Strait policy.
