This working paper looks at various aspects of EU energy dependence on Russia. The author examines Russian oil and gas production and exports, discusses the possible creation of a gas cartel, and investigates the level of additional vulnerability created by transit countries. The paper concludes that rather than considering the EU to be vulnerable to Russia, it is more reasonable to understand the relationship as one of mutual energy dependence.
