This paper discusses EU reform after the constitutional impasse that resulted from the failure to ratify the Treaty of Rome, signed in June 2004. Based on the EU Reform Treaty approved at Lisbon in October 2007, the authors examine possible problems of the practical implementation of institutional changes within the EU's political system. They conclude that the EU faces many challenges with regard to the reform process.
