This paper discusses the development of political and administrative capabilities in the EU's Common Foreign and Security Policy. In particular, it explores four subject areas: rights and authorities; resources (budget, staff and equipment); competencies and knowledge and organizational skills. The author examines the extent to which the EU has established these kinds of capabilities in relation to its security policy, how they can be characterized and whether they have increased over time.
