This paper analyzes the organizational tools available to the US and its Western allies to further their objective of engaging Russia. It elaborates on how Russia should be integrated into current world affairs. The author argues that the choice of venue for perusing these policies seems to have developed more from instinct based on past practice rather than on any evaluation of the potential effectiveness of the intergovernmental organizational tools available for two-way communication with Moscow. Moreover, he argues that the West's handling of these venues may in some cases have discouraged rather than encouraged Russia to engage.
