This text argues that in the summer of 2016 the Kremlin reorganized and reoriented its Southern Military District in a big way. The critical adjustment involves the strategic creation of “anti-access/area denial (A2/AD) bubbles,” which will theoretically deter and/or prevent future NATO interventions throughout most of the Black Sea region and increasingly across the Eastern Mediterranean.
