This report outlines the discussions of a meeting in September 1998 on the implications of the nuclear weapons tests carried out by India and Pakistan in May 1998. It examines the responses to and the causes and consequences of the tests. The paper also addresses the limitation of damage and the development of a nonproliferation and disarmament agenda.
