This report outlines the discussions that took place in the consultations between ECOWAS, the UN and West Africa in 1999 small arms proliferation. It discusses the declaration of the "Moratorium on the importation, exportation and manufacture of light weapons in West Africa" and its implementation through the Programme for Coordination and Assistance for Security and Development (PCASED).
