This paper discusses the effect of nonproliferation efforts in Iraq under Saddam Hussein. It argues that the absence of WMDs in the country demonstrates that the nonproliferation efforts worked. The author examines whether Iraq provides a model for other nonproliferation efforts, the role of international arrangements as well as the consequences of an eventual discovery of concrete evidence. The paper also explores the pros and cons of the military solution to the WMD threat in Iraq under Saddam.
