This paper addresses the United States Institute of Peace's (USIP) project to help expedite a peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF). Highlighting USIP activities in the Philippines from 2003 to 2007, it describes the conflict and its background, the substance of ongoing negotiations, USIP efforts to facilitate the peace process and insights on potentially constructive steps for moving the peace talks forward. The authors argue that the increasing complexities of diplomacy in the 21st century require government agencies to consider new techniques of conflict management.
