When contemplating stabilization missions sanctioned by the UN Security Council, just what do we mean by “stabilization”? Since no consensus exists on how to define the term, both in theory and practice, this report proposes a clear and limited definition that distinguishes stabilization from other peacekeeping objectives. The recommended option, the text’s author continues, has multiple virtues. It will, for example, 1) help UN stabilization missions avoid violating core peacekeeping principles; 2) fit within border political strategies; and 3) clarify the practical relationship between stabilization activities and the protection of civilians.
