This paper examines state and development of Guinea, half a year after a new government under Lansana Kouyaté was formed to break with the 23-year-old Conté system. It provides an interim assessment of the Kouyaté government and its recovery strategy, reviews the state of the still-present Conté system and suggests steps necessary to rescue the reform process. The paper argues that free, fair and transparent legislative elections are needed to begin the true process of dismantling the Conté system by democratic means.
