Terrorism, irregular migration, cyberattacks and a return of global strategic competition figure among the most pressing security concerns facing Europe. Over the last three years, the EU has undertaken a range of initiatives in security and defense to address such issues and enhance cooperation with key international partners. In this publication, Serrano explores both these concerns and the initiatives. He also explains that while absolute strategic autonomy is unattainable for the EU, the Union nevertheless helps its members unite their efforts to deliver a multiplying effect in addressing the threats they face.
