The study examines states' views on an arms trade treaty (ATT), as submitted to the UN secretary-general during the 2007 consultation process. The treaty aims at establishing common international standards for the import, export and transfer of conventional arms. The first part of the study provides a statistical analysis of states’ views and identifies the central ideas and dominant themes. The second part identifies divergent approaches to an ATT, discusses the implications of specific proposals and explores regulatory alternatives for the development of an ATT.
