This paper investigates the impact of trade liberalization and industrial restructuring on labor and employment in India's textile and apparel industry (T&A). It sets out the broad changes in India's trade and industrial policies, describes its export performance in the T&A industry and identifies the main features of upgrading that has taken place. Subsequently, it discusses the labor market outcomes. The paper finds that the T&A industry has led the Indian manufacturing sector to recover from years of jobless growth.
