Accurate knowledge of maritime activities is vital for maritime security and economic development. This is a problem for the Western Indian Ocean, argues this text’s author, as the region has no reliable provider of such information. So what can be done to improve the situation? After reviewing the current state of affairs in the region, this paper outlines that the answer may lie in, among other things, 1) simple low-tech solutions; 2) increased investment in key human resources; and 3) the clarification of relations between regional maritime security programs and other initiatives.
