This paper takes the measure of the Global Strategy that serves the EU’s Common Foreign and Security Policy. Unlike its 2003 predecessor, which privileged foreign policy, the current strategy puts a premium on security and defense. It specifically outlines the EU's key principles, priorities and goals for external action, and in Félix Arteaga’s opinion it has managed, at least thus far, to codify these ends while also reconciling the conflicting demands that the EU put on the strategy development process.
