Given Russia’s ‘proactive’ behavior in Europe, this paper examines the strategic importance of the Baltic Sea Region as a critical economic hub. The text particularly focuses on 1) the region’s most important non-military vulnerabilities; 2) Russia’s ongoing actions in the area and the strategic options it has at its disposal; 3) NATO’s maritime capabilities and its efforts to deter and resist Russia; and 4) the military-civilian investments the Baltic States and their allies will need to make in order to blunt the threats they face.
