Much has been written about the threat Russian disinformation campaigns pose to Western democracies, but how should the West address this issue? This paper responds by setting out the potential methods and tools available to the US and Europe –particularly their governments, civil societies and private businesses– for resisting disinformation operations and helping to build democratic resilience.
