This report examines local mediation efforts undertaken in Libya to help resolve conflicts in the country as well as the UN Support Mission in Libya’s (UNSMIL) role in assisting such initiatives. The text’s authors also offer lessons learned for engaging in local mediation based on UNSMIL’s experiences, including the importance of 1) leveraging soft power; 2) taking a coordinated and long-term approach; 3) linking the local and national levels; 4) ensuring sovereignty and local ownership; 5) intervening through local mediators; and 6) expanding beyond traditional political actors.
