This publication focuses on the role of different conceptions of parliamentarism at the EU-level. First, the text’s author addresses two concepts of parliamentarism that usually stand as alternatives to each other: parliamentarism as control of the executive, and parliamentarism as a form of separation of powers. Further, she explains 1) how these two models co-exist and function at the EU-level; 2) how they entered the EU’s political system; 3) what kinds of challenges and tensions this creates; and 4) the role of national parliaments at the EU-level. The paper then analyzes the impact and significance of a third concept in the EU’s political system - that of parliamentarism as deliberation and debate - before reflecting on the future direction of EU-level parliamentarism.
