This paper contends that one of the main challenges to the development of new measures for space security is the effective verification of compliance in space. For an agreement to be effectively verifiable, it must be possible for members of the international community to detect militarily meaningful violations of measures in time to deny the benefits of a violation. Technological development in areas such as space situational awareness technology is advancing, enabling a clearer and more detailed picture of space activities. As a result, the text’s author contends that by combining new sensors and computing methodologies, it would already be possible today to verify certain types of agreements on space security challenges.
