This paper features the proceedings of three workshops that focused on how to broaden responsible state behavior in cyberspace. More specifically, the text focuses on 1) identifying new international norms for cybersecurity; 2) the application of international law to the cyber realm; and 3) how to manage the spread of malicious cyber tools. The paper also briefly outlines the work conducted by the UN’s Group of Governmental Experts on information security and several key cybersecurity issues – i.e., malicious cyber actions and their attribution, terrorism and content control, and the Internet’s challenge to traditional notions of sovereignty.
