This paper, which is based on desk research, interviews with practitioners, and roundtable discussions, looks at how states can dialogue with violent extremist groups in order to prevent them from committing atrocities. After laying out the conceptual foundations of dialoguing and the different forms it might take, the paper then explores the conditions it requires, the risks that are involved, and how to minimize the latter.
