This handbook provides an overview of key terms, major actors and emerging threats related to online disinformation campaigns. The author also sets out five policy recommendations for US Congress on how to combat the potential negative impact of such campaigns, including that the government should 1) direct funding towards better online fact-checking tools; 2) initiate studies to investigate the potential effectiveness of ‘warning labels’ on online platforms which can highlight questionable content; and 3) work to bolster the reliable financing of investigative journalism in the public and private sector, and more.
