This paper argues that supporting the decade-old peace process between the Philippine government and the Moro Islamic Liberation Front (MILF) in Mindanao offers the best chance of permanently ending the insurgency and its links to regional terrorism. Engulfed in protracted conflict, Mindanao has become a safe-haven for regional as well as foreign terrorist actors and constitutes a security risk. The authors offer a number of policy recommendations for the involved governments to better the odds of striking and implementing a sustainable peace deal.
