This report describes threats to the cease-fire between Azerbaijan, Armenia and ethnic Armenians from the unrecognized Nagorno-Karabakh Republic. The author states that the parties involved lack commitment to conciliation and discusses the consequences of a military conflict. The paper concludes that a war would have a negative effect on Azerbaijan and its economy since the Armenian military would support the smaller but more motivated army of Nagorno-Karabakh.
