This paper is the first of three papers that address the conflict in Dagestan in 1999. The author outlines and explains the historical context and the events that led to the Chechen invasion of Dagestan and their campaign in Avaristan from 2 to 26 August 1999. The author argues that the most important point preceding the "invasion" of Dagestan is the fact that there was no state or national policy in the Russian Federation to resolve disputes or conflict in the North Caucasus.
