This paper examines the problems for the Balkar minority resulting from local government reform in Russia's North Caucasus. The author describes the history of the Kabardino-Balkar Republic, its ethnic tensions and emerging violence. The author explains the need for development in this region and proposes the promotion of tourism as a way to bolster the economy.
