This report examines the situation in Dagestan after the inauguration of President Mukhu Aliyev and the initiation of reforms. The author describes multi-ethnic Dagestan, its problems under former President Magomedali Magomedov and the election process controlled by Moscow. Aliyev has started to tackle corruption and terrorism and, according to the author, there is a chance for improvement despite a lack of confidence.
