This paper addresses the trend to normalization after the Second Chechen War. The author discusses the Russian perspective, the Constitution of Chechnya, the referendum on the draft Constitution and the question of amnesty. Furthermore, he looks at the characteristics of Chechen society and the interim administration under Akhmad-Khadzhi Kadyrov. The author argues that the 11 September 2001 attacks served as a catalyst for the Russian government to begin to seek the termination of the conflict.
