This report describes the conflict between Armenia and Azerbaijan concerning Nagorno Karabakh and why a satisfactory solution is still unlikely to be found. It summarizes the background of the hostilities, reviews the OSCE's activities and comments on the Prague Process, which is tasked with facilitating conflict resolution. The author states that both countries lack the will to settle the conflict and the situation has not improved despite the Process' efforts.
