This report examines instability in the North Caucasus and Russia’s forceful countermeasures. It looks at the latter's attempts at regional control, reviews its policy against the spread of terrorism and discusses the implications of a visit of President Vladmir Putin to the region. The author suggests that the actions of Russian troops must be accompanied by several socioeconomic reforms. He argues that if Russia does not implement these reforms it could face severe consequences including the loss of the North Caucasus region.
