This report examines the challenges for the Chechen president after the terrorist attack in Beslan. After describing how the Russian government manipulated the election of President Alu Alkhanov, the author names challenges and risks for the president. The strengthening of vertical power alone is not enough to improve the situation in Chechnya, the author explains. He argues that a softer approach and the inclusion of moderate separatists could bring improvement.
