This report outlines terrorism emanating from Chechnya which seeps into other parts of the North Caucasus, focusing especially on Ingushetia and its law enforcement organs. The author argues that further infiltration could lead to combatants crossing into Georgia as well as the migration of persons possessing Russian passports from Georgia to North Ossetia.
