This paper is the second of three reports examining the Chechen incursion and the Russian counterterrorist operations in Dagestan in 1999. This report examines the Wahhabi movement in the North Caucasus and then concentrates on the operations in Buynaksk Rayon, giving a detailed analysis of the events. The author describes several reasons why the Russian federal troops were not able to clear the region of Islamic terrorists.
